Morgan D. Eastlick (Principal)

Morgan Eastlick, a Scott Valley native, has many years of civil engineering and land surveying experience. Morgan received his Bachelors of Science degree in civil engineering from California State University, Chico in 1993. Morgan then gained practical building experience in the building trades throughout Siskiyou County. In 1998, he began his engineering career with James G. Bray Civil Engineering located in Yreka, California with his engineer-in-training certification. Morgan worked under James’ direction until he obtained his license as a Professional Engineer in January 2002. Morgan is currently licensed in California, Oregon, and Nevada and a Principal of E & S Engineers & Surveyors, Inc. Morgan serves as City Engineer for the Cities of Dorris, Etna, Montague, and streets engineer for Weed CA. During his engineering career, Morgan has gained a great deal of experience in public contract code and developing project bid packages for the public bid process.

Jose M. Hernandez (Principal)

Licensed Civil Engineer

Jose graduated from California State University, Chico in the Spring of 2014 with a Bachelors of Science in Civil Engineering. He joined our team soon after graduating, in the summer of 2014. He already possessed his Engineer-In-Training Certification from the State of California when he joined E&S. As an Engineer In Training he worked under the guidance of Moragn Eastlick in projects ranging from structural analysis of single family dwellings, foundation design for pre-fabricated steel buildings and mobile homes, commercial site development, to public works projects. In October of 2019 Jose acquired his professional engineer’s license in the state of California. Now a Principal of E&S, Jose continues to work hard and with great dedication to make sure our clients always receive great service.

Selina K. Darger

Engineer in Training

Selina attended 4 years of college at the Oregon  Institute of Technology. During her schooling at  OIT, she was part of the Society of Women Engineers (SWE). She graduated in June of 2017, with a Bachelor of Science in  Civil  Engineering, and a Minor in Math.  The summer before graduating, Selina interned with our team at E&S Engineers and Surveyors, Inc. After graduating, Selina joined us as an Engineer in Training under the supervision of Morgan. She is learning land surveying, engineering design, and CAD drafting. Selina is working to become a licensed Civil Engineer in the State of California.

Trevor Eastlick

Engineering/Surveying Technician III

Trevor was part of the U.S. Air Force as a helicopter crew chief for 7 years, where he served overseas and completed a tour in Afghanistan. After serving our country, he moved back to his native Siskiyou County. Trevor has his Bachelors of Science in Business Management. Current and past projects at E&S include land surveying and building design. Trevor states, “it is a pleasure to learn from such bright and dedicated individuals in an office that continues to have a great reputation throughout the county for exceptional work and quality service.”

Elizabeth Eastlick

Engineer in Training

Elizabeth was born and raised in Scott Valley. After graduating from Etna high school, Elizabeth is currently attending George Fox University. She will graduate with a Bachelor of Science in Civil Engineering in the spring of 2024. Elizabeth has been working as a summer intern at E & S since 2019 and will join the team full time after graduation. Elizabeth obtained her Engineer-in-Training certification in the fall of 2023. While working under Jose and Morgan during the summers, she has gained experience in home design, residential remodels, mobile home foundations, roadway, and water treatment design. 

Mark Peaty

Draftsman

Mark is currently enjoying semi-retirement as a part time draftsman. His previous employment has included home construction with local contractors, self-employment as an electrical contractor (license inactive) a CAD draftsman for two other Yreka engineering companies (years ago), a 16 year stint as a high school teacher, and a ranch hand on a friend’s alfalfa hay ranch. As a teacher he taught high school students in Scott Valley with classes such as; woodshop, welding, AutoCAD, computer apps, construction trades, computer graphics, and more. He also found time to teach stained glass after school to elementary students and computer applications in the evenings in adult classes. He earned his B.A. in Industrial Arts and a single-subject teaching credential from Chico State University, and then later added a M. Ed. degree from Sacramento State University in one of the first online Master Degree programs in the state. The last 10 years were spent helping to keep a ranch running and doing handyman projects for friends. His various trade experiences are very helpful when putting a set of plans together for idea communication. When he isn’t working he enjoys helping friends with their handyman projects, going to the beach, riding his motorcycle, and most of all…visiting his kids and 6 grandchildren in various parts of the west and east coasts.

Kathy Babayans

Administrative Support

Kathy has dedicated the past 17 years to providing counseling services as a Marriage and Family Therapist, primarily in Siskiyou County. Before this, she served the City of Santa Ana for 21 years, where she undertook a broad range of administrative responsibilities in Community Development and Public Works departments. She is eager to offer administrative support to the team and possesses a ‘whatever it takes’ mindset to ensure your experience is positive.
